This Supply Chain Runs Through Someone's Rice Field

In December 2025 the United States declared Pax Silica, a coalition to secure the minerals and chips behind the AI era. The Philippines signed on in April 2026. What follows isn't that declaration. It's the one being written by the farmers, scientists, and lawmakers who weren't in the room for it.

What Pax Silica says it is

Officially, it's a "positive-sum partnership": a US-led coalition of allied nations coordinating the supply chain that runs from critical minerals to finished chips to AI infrastructure. The stated goal is reducing "coercive dependencies" on any single supplier. The Philippines was named for what sits under its own soil.

Substantial reserves of the raw materials that feed semiconductor and battery manufacturing.

Terms we're putting back on the table

Sovereignty over the zone

A special economic zone on Philippine soil, governed by foreign law and shielded by diplomatic immunity, is not a technicality. Any agreement should place the zone squarely under Philippine jurisdiction, full stop.

No land conversion without consent

Farmer groups including KMP warn the proposed footprint overlaps land that currently feeds rice and coconut production in Central Luzon. Communities working that land get a binding say before any conversion, not a briefing after.

Mountains and watersheds are not a supply line

Environmental groups, Kalikasan among them, point to mountains, watersheds, and ancestral domains that intensified mineral extraction would open up. Any expansion needs environmental safeguards that precede the deal, not follow the damage.

Civilian supply chain, or dual-use staging ground?

Nickel, cobalt, and rare earths sit in both solar panels and missile guidance systems. The public deserves a straight answer on whether Pax Silica infrastructure in the Philippines could be repurposed for military logistics.

Value capture, not raw export

Mining the ore and shipping it out while chip design, fabrication, and profit stay abroad is the same subordinate role the country has played before. The floor for any agreement is technology transfer and local value capture, with numbers attached, not adjectives.

Full disclosure before the next signature

Party-list lawmakers including Antonio Tinio, Sarah Jane Elago, and Renee Louise Co have called for complete congressional review of the arrangement's terms. Nothing further gets signed without that review happening in public first.
